The X Factor boss declared that he is seeing the former Baywatch star as he appeared on Ryan Seacrest's radio show yesterday.
And he described Carmen, 40, as "adorable".
But the 52-year-old said the pretty brunette is NOT his girlfriend.
He told American Idol host Seacrest: "She's not my girlfriend. We're people who date. She's adorable, isn't she?"
Fans first witnessed Simon and Electra flirting relentlessly when she stood in for Amanda Holden as a guest judge on Britain’s Got Talent in February.
When asked Carmen blushed ,
But she gushed: "He's so cute. He is adorable. He's actually a sweetheart... I really liked him. I think he's really cool.
